A MODEL PLAN FOR HEALTH CARE ON A SLIDING SCALE DETERMINED BY INCOME

This program is a model and a suggestion for a sliding-scale health-care program that would not only save lives and livelihoods but also keep young people from leaving the state, encourage people who wish to start businesses to move into the state, and encourage those living in the state to develop their own businesses (entrepreneurship) without dependence on working for larger businesses that provide health benefits. Thus it has two objectives and two benefits: humanitarian and economic. The program would save lives, enable people who survive serious illness to retain their livelihoods, and encourage economic development.
